On March 25 th , Dysart Staff proposed a plan for public consultation. The plan
includes:
– Public Survey from May 15 – June 15 (Please read the background and then find the link to the survey following the slides below)
– An open house on July 8th
– Council discussion in August/September
– Statutory public meeting in September
– 2nd public meeting if required in October
As presented at the May meeting, KLCOA’s current position on shoreline structures is Monitor until such time as changes are proposed to the Official Plan and Zoning By-Law. At that time, KLCOA will consider a survey of its own members as a means of establishing an official position.
As our Ward 4 Councillor Carm Sawyer shared at our May meeting “…the building permit process, the short term rental application process and the process for shoreline road allowance purchase is resulting in the identification of numerous non-complying structures…” Council has suggested that as many as 50% of properties have non-complying structures, however, staff reviewed information from seven (7)
lakes (one in each geographic township in Dysart + one in Harcourt Park) and determined that only about 6% of properties were in non-compliance. Note: local and actual numbers may differ from this.
Regardless of where you stand on the issue of structures in the shoreline setback, you now have an opportunity to make your voice heard. Having said that, make sure you understand what the survey is/is not proposing. It’s very important that you read the preamble to the survey:
• One additional structure (not yet fully defined) within the water set-back
• Does not include any type of structure on a dock
• Total area covered in the water setback remains the same (Decks +
Structures) as current by-law
• You must own the shoreline road allowance (current proposal)
• Must also obtain a Shoreline Report with a score of 100% through the
Municipal Lake Health Assessment Program (current proposal)
