Shoreline Preservation Update

The County of Haliburton consultants have developed a survey which is being made available to County property owners, residents and business owners to complete between August 9, 2021 to August 22, 2021.  The survey is intended to collect perspectives on waterbodies, waterbody health, waterfront development and shoreline preservation generally.

The KLCOA will be giving a short presentation at this open house to share what we have been doing over the years to promote water quality and shoreline preservation. We will be asking for a short, concise, easy to understand version of the draft bylaw to be shared before the next public consultation opportunity. We will not be taking a position for or against the bylaw.

Background

The County of Haliburton has many lakes that serve important environmental, economic and social roles. The health of our lakes is important for residents and businesses.

The County of Haliburton has retained Hutchinson Environmental Sciences Ltd (HESL) and J.L. Richards & Associates Ltd. (JLR) to provide independent professional recommendations on a new Shoreline Preservation By-law for the County. This includes a review of the scientific literature related to shoreline preservation, an environmental scan of other municipalities and consultation to gauge residents and stakeholders opinion and feedback.

Purpose

As part of the public consultation process, HESL and JLR are hosting a Virtual Open House to introduce the project and understand the issues and concerns regarding shoreline preservation in the County of Haliburton.

Due to the present COVID-19 pandemic, a traditional “Open House” cannot be hosted at the Town Hall. The “Virtual” Open House will offer the same sort of viewing and commenting experience remotely.

Prior Posting – June 25

The County of Haliburton (the County) retained Hutchinson Environmental Sciences Ltd (HESL) and J.L. Richards & Associates Ltd. (JLR) to provide an independent professional opinion on the development of a Draft Shoreline Preservation By-law, including a review of the related science, environmental scan and public consultation.

The consultants made their first presentation to council on June 23, 2021 (see video and report below).

There will be a first round of public consultation including open house, surveys and interviews with stakeholders starting soon.  The consultants also suggested that after the initial consultations, along with a draft report, that a second round of public consultation happen before the final draft bylaw is presented.  Council approved this suggestion.  There will now be two opportunities for everyone to have their say in the development of the bylaw.
